Garland Stillwell, practices law as an attorney with the law firm of O'Malley Miles Nylen and & Gilmore, P.A. Mr. Stillwell's practice was focused in the areas of land use, tax appeals, zoning law and representation of religious/non-profit entities in Prince George's, Montgomery, the Southern Maryland Counties and the District of Columbia. Following law school, Mr. Stillwell worked as the Associate General Counsel to the Maryland-National Capital Park and Planning Commission, where he represented the Commission before the Maryland Circuit and Appellate Courts, negotiated and mediated complex property development issues and disputes, and had frequent and extensive interaction with the Prince George's County Council and County Executive's office. He has designed affirmative action policies and played an active role in monitoring minority business enterprise procurement policies for the Commission. He has published articles concerning governmental regulation of various aspects of development, including building materials selection aesthetic regulation and water quality issues.

As a result of twenty years of zoning experience, Mr. Stillwell lectures throughout the semester at the Morgan State University Graduate School of Architecture and Design on land use and zoning theory. He is also an invited guest lecturer at the United States Naval Academy in Annapolis, MD on the topics of criminal law, civil rights and election law strategy and theory. Mr. Stillwell works extensively in the Prince George's County community. He volunteers his time for the Rising S.T.A.R.S. Youth Scholarship Foundation which provides academic tutorial instruction and life skill training to youth who have come into contact with the Prince George's County Criminal Justice System. He also has organized annual college career fairs which have introduced Prince George's County youth to recruiters from colleges in the Washington, DC metropolitan Area. He continues to match students with cash scholarships to attend college and graduate school.
